The title refers to frontline healthcare workers not having proper protective gear (or personal protective equipment, a.k.a. PPE) at the pandemic’s start and for several months thereafter, which forced many of them to wear plastic garbage bags over their garments and to re-use masks meant for one-time wear. The “N-95” in the subtitle refers to the respirator rating in masks that filter 95% of particulate matter, with the “0” a reference to their unavailability to healthcare workers at that time.
